SECRETARY OF STATE FOR WALES

1. The Secretary of State for Wales has received a letter

from Mr Walton Masters, former chairman of the staff side of

the Hong Kong Senior Civil Service Council. PS/Secretary of

State for Wales has requested a brief on this question. I

attach a draft PS reply enclosing a brief and a draft reply

for the Secretary of State for Wales to send to Mr Walton
