establishment of a fund and said that the Chinese side would

raise it at the JLG meeting in December. The Chinese did not view this proposal as a lack of confidence in Hong Kong's

future. The HKCCSA want a similar assurance from the Minister

(before Mr Wong and Mr Tang return to Hong Kong) that HMG will

urge HKG to set up a fund and will put the issue on the agenda for the next JLG meeting
