Public Sector Reform
2.
Public Sector Reform (PSR) initiative is a programme of financial and management reforms aimed at bringing about long-term productivity improvements in the public sector and better service to the community. It is also aimed at improving the quality of management within the civil service by making better and wider use of private sector management concepts and techniques in Government.

A number of
PSR pilot projects have been undertaken.
They include а review of the relationship between a policy branch and a department (the Education and Manpower Branch and Education Department); the introduction of an Operating Services Account in the Vehicle Service Section of the Electrical and Mechanical Services Department and the reorganisation of the Registrar General's Department with a view to setting up trading funds for the Company Registry and Land Registry; a review of further delegation of financial and personnel management responsibility to departments; a review of Government's relationship with major statutory bodies; and greater involvement of the private sector in the provision of public services, such as contracting out of parking meters management, etc.
