The purpose of this letter is to seek the Secretary of State's approval under Colonial Regulation (CR) 54 (5) for the Governor to delegate :
(a)
(b)
to the Secretary for the Civil Service the authority of dismissal under CR 57 and 58 in respect of Category A officers (i.e. officers confirmed in an established office) remunerated below Point 14 on the Master Pay Scale (MPS); and
to Heads of Departments personally the authority
to summarily dismiss under CR 57(3) Category A officers remunerated below MPS Point 14.
Delegation of authority

At
present,
all
formal disciplinary proceedings instituted under CRS in respect of Category A officers are handled by the Civil Service Branch (CSB). As regards Category B officers (i.e. Model Scale 1 officers, officers on probations and/or agreement terms, the authority for discipline respect of officers below MPS Point 14 or equivalent have already been delegated to Heads of Departments.

Pursuant to the policy of devolution of authority to Departments, we intend to delegate to Heads of Department the authority to deal with Category A junior officers (i.e. officers below MPS Point 14) on the following :
