7 I agree that OPD may be best able to advise on the operation of rule 2.92 of the PCSPS. There are important questions to be dealt with in relation to persons whose pensions are paid by the government of Hong Kong. Decisions relating to those pensions will affect CDA's budget since ODA pays SPOS on those pensions where the officers fall within section 11(2)(a) and Schedule V of the 1971 Act. In so far as there is to be any amendment of the pension laws of Hong Kong I think that the Hong Kong Department of FCO should consult their own Legal Advisers who are responsible for international pension agreements. Directory it appears that the appropriate lawyer is Mr John Rankine.
