They will form the basic strength and backbone of the future SAR. Some of the middle and high ranking officials are a little worried. But their worries are no more than about their

their future work arrangements, their retirement benefits and their children. We should step up contacts in order to reduce and alleviate their worries. We can tell them again, in explicit term, nothing will change. What the Central Government has said now will be honoured. The SAR Government will be responsible. With the backing of the Central Government, what is there to be worried about? Circumstances permitting things will become even belier. But there will certainly be no going backwards. Hope they will stay in their posts after 1997 and continue to serve HK. We will give priority consideration to their promotion.
