As the PUS has told you, Sir Michael Quinlan telephoned on 13 January to ask whether the PUS could comment on CGS's report, following his visit to Hong Kong last week, that Lord Wilson now wanted to postpone the removal of CBF from Exco. Sir Michael Quinlan had in front of him a draft reply from the Defence Secretary to the Secretary of State's minute of 6 January, but was not sure it took account of the Governor's new position. The PUS told him he had not heard about this, but would enquire further. The PUS then consulted you, and you kindly supplied the exchange of telegrams confirming that the Governor had had second thoughts on timing.

2. After briefly consulting the Secretary of State, the PUS suggested to Sir Michael Quinlan that no further action be taken on the Secretary of State's minute of 6 January to the Defence Secretary pending the Governor's return to London at the end of January. Sir Michael Quinlan agreed to put the correspondence to one side until he heard from the PUS again.

3. The PUS would be grateful if you made sure that this subject is discussed with Lord Wilson during his visit. The PUS would be happy to raise it during his own meeting with Lord Wilson, but the subject may fit better elsewhere in the Governor's programme. The PUS will need to go back to Sir Michael Quinlan once the position is clear.
