Many thanks for your letter of 31 January explaining your latest thinking on the membership of EXCO by the Commander British Forces (CBF).

I have discussed this further with my Secretary of State. We naturally welcome the fact that the new CBF will be able to take his place on EXCO later this month; and I am sure you are right in judging that the new Governor will want to take his own decisions on the composition of EXCO. That said, we would not want his consideration of the principle to be prejudiced at this stage, and the matter seen as exclusively one of timing. We shall look forward to re-addressing it when the new Governor has had time to come to a view.
