SECRETARY OF STATE'S WORKING LUNCH ON HONG KONG: 29 APRIL

Mr Patten might like to see the attached note which I

have put up to the Secretary of State in preparation for the

discussion over lunch with the Governor on 29 April. I am

proposing that we use the lunch as an opportunity to look

ahead at the strategic issues coming up on Hong Kong over the next few months rather than getting bogged down in immediate operational points.
