DRAFT MESSAGE FROM THE PRIME MINISTER TO EXCO
It is one of the Government's highest priorities to work with the Government and people of Hong Kong to manage the transition to 1997 in a way that will safeguard Hong Kong's freedom, stability and prosperity. I said some time ago that after the election it was my intention to nominate a successor to David Wilson who has served with enormous distinction for the last five years.
The loss of Chris Patten's seat at the general election was a sad blow to all of us. He has been one of my closest colleagues in the Cabinet and a good friend and I had looked forward to him continuing as a senior member of the Government. But it
immediately seemed to Douglas Hurd and me that Chris Patten was ideally qualified to become Governor and I am delighted that he has agreed to do so. He is a man of experience, character and wisdom. He is dedicated to public service and will give you his all. He will of course have direct access to me and the Foreign Secretary at all times.

Chris Patten will take up his appointment towards the end of June. I know how much he is looking forward to it and to the opportunity to serve Hong Kong over the next crucial years.
