The duplication and transfer of the financial

stemmed from the H.K. Civil Internal Security Scheme 1949.

&A
In commenting generally on the scheme in
94003/15/5 despatch No. 97 of 16 June 1950, the C.C. suggested that

duplicates of certain financial statements should be kept

and began sending in, September 1950, duplicates of Accountant

that a nominal roll of the H.K. Defence Force and their
dependants should also be sent to the C.A.. Later, in
June 1952, Hong Kong asked the C.A. if they would also
accept the records of the Special Constabulary and the
responsibility of keeping them up to date. The records
of the H.K.D.F. have also to be kept up to date and it is
this maintenance of a records that is causing the C.A.
concern. In a minute dated 12 October 1966 you said that
while you could store these records you did not wish to
become involed in their maintenance.

to R. of R. until 1952). I can find no correspondence on the
subject. In 1950, when N. Borneo suggested that their
records should be micro-filmed and stored in a safe place,
Mr. Mitchell minuted "No papers have been traced on the
