I fear that I have added to the delay in dealing with this request from the C. Agents to be relieved of the responsibility of maintaining the H. K. records.
Attached below is a minute by Mr. de Castro setting out the history of the various H. K. records sent to this country. As you will see it all stems from the H. K. Civil Internal Security Scheme of 1949. It appears that the C. Agents are holding micro-films of finance papers whilst we have some 1600 reels of non-finance records. For us the work involved is fairly negligible and, as mentioned in my minute of October 1966, I would be willing to take over the storage of all H. K. micro-films.
