(a)

I have the following comments on these documents.

These documents mainly fill in gaps in our existing bundle, but at least two of them seem to me to be very sensitive as regards their contents:

Folio 9, telno: 152 of 17.1.85 HK - FCO

Folio 13, letter of 23.1.85 from Gillmore to Hartland-Swann

Both should be well covered by a class or contents claim.

(b) These deal mainly with the publication of the Noordin Committee Report but, with the possible exception of folio 8 (telno 390 of 5.2.86 HK-FCO), are so peripheral to the issue of any prejudicial effect on trials in Hong Kong that I think they can be considered irrelevant.

Folio (c) These documents mainly concern the arrest of Osman. 53 (telno 2747 of 5 December, Personal for PUS from Governor) is extremely sensitive, see paragraphs 3 and 6. If judged relevant, this document would clearly be within a PII class, and we would also no doubt have good grounds for a contents claim.

I should be grateful if you would examine these further documents and include those which you consider relevant in the bundle to be exhibited to the PII certificate.
