You will note that I have not mentioned the guilt or innocence

of Mr.Osman.

It is for the law officers to decide whether the interests of public

justice are served when, each time the prosecutor is required,he

is dragged from the cells, in chains, to the court, where the chief

witness if a self confessed criminal and in which the source of

the biased evidence is implicated in bribe taking and murder.

It is also for the law officers to decide whether the courts acted

lawfully in granting a PIIC to the cable I attach. As far as I am

concerned this amounts to the suppression of key evidence, but the

cable was in the public domain under EP privilage before the PII

grant, and the PIIC has no effect outside the courts.

I have consulted a leading European state prosecutor who knows the

case and he points out that the final legal authority for the

clearance of the loans and the transfer of the currency from KL to

HK, was Razaleigh. This is known to the HK authorities.

I hope you will act, immediately, to clear up this mess.
