I wish to draw your attention to my earlier letter to

Sir Arthur Watts on 30th March 1991, and your

response to me

of 30th April 1991, which included the views of Sir Robin Butler, the

Cabinet Secretary.

In your letter you drew my attention

your views on

the Public Interest Immunity Certificate granted to certain

communications between your office and that of the Hong Kong

Governor, copies of which are enclosed herewith. I wish to make

use of the cable of 20/12/1985 in a 2000 word article on the

case for a leading business magazine and also in a book and

a televison documentary, which I am currently preparing.

As can readily be seen from the contents of the cable, there

is a clear inference capable of being drawn that the etradition

of Lorrian Esme Osman and the intended prosecution in Hong Kong

is motivated by political rather than proper prosecution criteria.

"Given the pressure that Talib must be under at home, it should

not be assumed that he has only the interests of justice in

mind. (Talib was the Malaysian Attorney General).
