8. Section 2 (3) of the Ordinance further provides that:-
"In interpreting and applying this Ordinance, regard shall be had to the fact that the purpose of this Ordinance is to provide for the incorporation into the law of Hong Kong of provisions of the International Covenant on Civil and Political Rights ("ICCPR") as applied to Hong Kong, and for ancillary and connected matters."

The wording of Articles 10, 11 and 5 of the Bill
closely
corresponds with those of Articles 14.1, 14.2 to 7 and 9
respectively of the ICCPR. I am advised and verily believe that
it is clear from section 2 (3) of the Ordinance that the Bill is
not intended to be merely an embodiment of common law rules;
rather the Bill must be interpreted in light of the standard of
criminal fairness set out in the substantial international case
law on this subject and as such this case law has for the first
time been incorporated into the laws of Hong Kong.

10. Further, the charges upon which my extradition is
relate to events which occurred between December 1979 and
November 1983. I was arrested 2 to 6 years after such events, as
