ALLEGATIONS OF CORRUPTION IN THE FOREIGN AND COMMONWEALTH OFFICE.

I refer to my letter dated 10 May. Having again considered your previous letter I note that I overlooked your opening point, ie. that the evidence "do (es) not afford the slightest support to your allegation of corrupt action".

Allow me to requote the penultimate sentence of the final paragraph of TEL 2874, "Given the pressures that Talib must be under at home, it should not be assumed that he has only the interests of justice in mind".

The pressures that Talib and the Malaysian Government were under are implicit in this cable, are publicly recorded and are subject to quantative summary:

1. The pressures came from three areas:

a. Malaysian public pressure, by way of letters and publicity.

b. The Malaysian media as a reflection of the widely felt public concern.

c. The opposition in the Malaysian Parliament, (see

transcripts attached).

2. The cause of the pressure was explicit, publicly recorded and is subject to quantative summary and analysis, namely:
