We have spoken about the letters 10 and 15 May from Kevin Cahill, in response to Sir J Coles' letter or 30-Apri You have copied them to the Treasury solicitors and the HKG solicitors and invited their comments; I have faxed the letters to our Posts in Hong Kong and Kuala Lumpur for any comments they may have. We agreed that a short reply from Sir J Coles, avoiding any substantive comment on Mr Cahill's myriad allegations, would probably be most appropriate.

2. I now enclose a first draft of such a letter, and would welcome any comments you and copy addressees may have.
