case that the man convicted of the murder claimed that he had been sent to Hong Kong by Razaleigh, who was the Minister responsible in law for the bank that lent the money, and for the currency transfers to Malaysia. He was also third ranking Minister in the Cabinet that requested the Hong Kong authorities to prosecute Mr Osman. The stamps on the letters would seem to indicate that the Hong Kong authorities knew this at the time they accepted the request to prosecute as these letters were, apparently, obtained in police raids in 1983.

Finally I enclose a copy of a letter on behalf of

of the Malaysian Government from the Bank Bumiputra Malaysia Berhad through whom the prosecution of Mr Osman was requested by the Malaysian Government. I understand that

that the total number of documents requested was over 5,000, yet they now claim to have lost over 65% of the total - including the Board Minutes of the Bank (one of the largest in Malaysia) and also including virtually every single file connected with the loans that Mr Osman is alleged to have made to Carrian. Mr Osman and those acting for him are convinced that those files would show that the loans were requested by the Malaysian Government and were directed, by Government order, to Carrian.

I cannot emphasise too strongly, how deeply disturbed I am that if only half the above allegations are correct

Mr Osman should remain in detention in this country after five and a half years on what is increasingly looking to be a corrupt prosecution instigated by the Government of Malaysia. Because of this concern and the fact that my correspondence with the Home Secretary and yourself on this subject has now run on for more than 15 months, I am also copying this letter to the Lord Chancellor as well as to the Governor of Hong Kong, so that they should know of my grave concern.
