Re: Lorrain Osman.
Knowing the pressures you are under I cannot thank you enough for the trouble you have taken in this matter.
With regret, you will note that nowhere in the expensive and time wasting document, sent to you from the Home Department, did the Minister answer any of the questions you asked.
In summary, I have established the following as facts:
1. The prosecutor in the case has been sent to jail for 8 years.
2. The principal witness has admitted, in open court, that he had taken up to $21m in bribes, and that he had continued to lie to the Hong Kong authorities after he was granted criminal immunity.
3. The grant of criminal immunity was made by the jailed prosecutor.
4. A grant of civil immunity to the same witness was also made by a bank on behalf of the Malaysian Government. The then Finance Minister of the Malaysian Government was Tengku Razaleigh, as referred to in the attached letters.
The attached documents were obtained whilst I was working at the Sunday Times. If authentic, and I have no reason to believe otherwise, they show that the then Governor of Hong Kong did not believe that the request, from Malaysia, to prosecute Osman, done solely "with the interests of justice in mind".

The documents also show prima facie evidence that the key figure in the Malaysia Government, when it made the request to Hong Kong to prosecute, was linked by a potential US$50m bribe to the major figure in the case. The Police Department stamps, if authentic, show that the Hong Kong authorities had knowledge of this link.
As a journalist I have never come across a case like this, nor documents like these. The implications in terms of justice and proper government in Hong Kong are extraordinary. I hope you will have another look at the whole matter
