I gather you should have received overnight a copy of the revised Affidavit to be sworn by the Attorney General. The Affidavit is to be sworn by the Attorney General tomorrow morning. Any comments you may have must be vǝlayed within the next hour. However, realistically it is unlikely that Hong Kong will be able to get any instructions in respect of these commenta.

I enclose revised versions of paragraph 15 and 16. These two paragraphs have been shown to Mr Galsworthy, the U.K. representative of the Joint Liaison Group. He suggested that several changes needed to be made in respect of the factual content of those paragraphs. These changes are the hand-written amendments that are marked on the paragraphs. paragraphs have been approved by the Attorney General-and the International Law Division.
