I have personally read and considered copies of the documents listed in
Schedule A. I have formed the opinion. for the reasons hereinafter set
out, that it is necessary in the public interest that these documents be
withheld from production in these proceedings for the reason that they
fall within one or more of the classes: of documents set out below:

the Crown either in the United Kingdom or overseas concerning
matters of policy, advice. judgement, action or prospective action
within government.
Communications or reports of communications between British
authorities (both in the United Kingdom and Hong Kong) and
another sovereign State concerning matters of policy, advice,
judgement, action or prospective action within government.
Communications or reports of communications between government
officials in Hong Kong and Malaysia (and copies thereof sent to
the Foreign Commonwealth Office) concerning matters of policy,
advice, judgement. action or prospective action in respect of a
prosecution or potential prosecution within a colony for which Her
Majesty's Government is responsible.

indicated by reference to its category in the Schedule.
