The OSMAN Case.

In 1989 I visited Hong Kong to collect material for a documentary on the above matter.

Since I was there the prosecutor in the case has been jailed for 8 years, the principal witness has also admitted accepting

massive bribes and lying to the Bong Kong authorities nince he Jules accepted an offer of criminal immunity. The late Governor Youde

→ warned the UK Foreign Secretary that the Malaysian request was

not being made "with the interests of justice'in mind",

| I attach various documents I obtained whilst employed with the

• Sunday Times. If they are authentic, and I have no reason to believe otherwise, they indicate that the Hong Kong authorities had prima facie evidence that the Malaysian Finance Minister, who had ultimate authority to control BMFL loans, may have accepted a potential bribe of US$50m and may have been connected to events which led to the murder of a BMFL‍ bank official.

I am writing to you and your colleagues at LEGCO in the hope that you will allow me to interview you, and I am forwarding the documents because they, and other related documents I shall be pleased to discuss with you, will be the core of both my book and documentazy,

It may well be that you feel it is appropriate to ask the Hong Kong Government for explanations in this matter.

I hope to be in Hong Kong during March.
