Biographical Note of the Author
My name is Hungdah Chiu. I am a permanent resident alien of the United States. I reside at 6168
6168 Devon Drive, Columbia, Maryland 21044. I am Professor of Law at the University of Maryland School of Law, a position I have held for the past thirteen years. At the University of Maryland School of Law, I teach or have taught courses or seminars on the following subjects: Legal Developments of Mainland China (this course has been renamed Chinese Law); Soviet, Chinese and Western Approaches to International Law; Public International Law; and International Transactions. Previously (1966-1970) I participated in teaching hinese Attitude Toward International Law and Soviet, Chinese and estern Approaches to International Law at Harvard Law School. In 1980, I taught a course on Government and Politics of China at the University of Virginia.

2. I was born in Shanghai, China in 1936. I was educated in schools in Mainland China and Taiwan, and in 1958 I was graduated from National Taiwan University with a Bachelor of Law degree. 1960, I moved to the United States and continued my legal studies in this country. In 1962, I was graduated from Harvard University Law School with LL.M. degree, and in 1965 I was awarded S.J.D. (Doctor of Juridical Science) degree from Harvard School. Between 1965 and 1974, I held various teaching and research positions at Harvard and National Chengchi University. Since 1974, I have been 02 the faculty at the University of Maryland School of Law, although in the summer of 1979 I was a Fellow at the Institute fox Sino-Soviet Studies at George Washington University in Washington, D. C., and in the fall of 1980 Was a part-time Visiting Professor of Government and Foreign fairs at the University of Virginia, teaching a course on Government and Politics of China there.

Ι am a member of numerous professional associations and scholarly organizations, including the American Association for Chinese Studies, of which I was elected to serve as the President and a member of the board of directors between 1985 and 1987; the American Society of International Law, of which I served as 2 member of the panel on China and International Order between 1969 and 1973, I received a Certificate of Merit in 1976, and I have been Chairperson of the Interest Group of the Law of the Pacific Region since 1987; the Association for Asian Studies, of which I
