return to the UK, so that the prospect of a penalty is remote. Any
such savings may be used by Departments for additional travel.
Outside Europe savings are also available if Apex or economy class tickets are used. But Apex is not available for business
class, so that it is always economy class or equivalent. PSD do not prevent Departments from buying economy/Apex tickets for flights
beyond Europe, but we do not encourage it because it is less than
officers' entitlement. That entitlement is there for a good reason, and we do not wish to lose it: if the Treasury discovered that DS
officers regularly used economy class outside Europe, they would
quickly be able to argue that business class was no longer
necessary, and cut our entitlement and our budget accordingly. Let
us all avoid this.
