authority from the Secretary of State to the Governor

before we can conduct such negotiations ourselves.

If Members agree with the approach we trave

proposed, and the Chinese do not objject, we will start

negotiations with an initially smal group of

countries. We will select these by consultation within

there are existing arrangements.

Selection would be

based on their relative importance in terms of trade,

finance, and tourism. The likelihood of success will

also be a factor. We do not, at least initially,

propose approaching all countries which now extend

visa free entry to Hong Kong. Many of them are of

little practical significance to us and we do not have

the resources to negotiate on so many fronts.
