Immigration authorities need a lear

description of travel documents in

order to detect forgeries. They also

need to know who qualifies for each

kind of document. We are discussing

these questions in relation to the

HKSAR passport within the JLG. Until

there is full agreement, it is

unlikely that other Governments will

agree to including them in the

proposed VAA's.

Some countr:es also have stateless

residents and may seek reciprocal

arrangements for them.

Provided we

are assured that they have the right

to return and live in their countries

of residence, this would present no

difficulty.
