With the approach o: 1991, there are signa
that some countries may review their position on Hong
Kong. There is a danger that they will withdraw
visa free entry unless we can persuade them not
to.
The way forward
7.
Because VMA's are binding in international
law, they offer the most secure, and therefore the most
desirable, basis for visa-free travel. UK VAA's which
cover Hong Kong now will not do so after 1997. Aric
separate agreements would better ensure reciprocity and
meet our particular needs. Therefore we propose that,
in seeking to protect and exte id ex sting visa-frec
travel, our aim should be to secure VAA's which extend
beyond 1997. Where that proves too difficult, we could
seek less formal arrangements as a practical fall back.
Form and content of agreements
8.
It is reasonable to assume that, in
negotiating VAA's, other countries will wish to secure
reciprocal arrangements for their nationals before and
after 1997. They will also wish to be assured that cur
travellers can be returned to Hong Kong. We will
require similar assurances.
