Apart from a digression on the Schengen Agreement - which turned out to be a red herring - correspondance rests with Pam Major's telno 124 4 July 1990 and our telno 2460 of 8 August (cop.es at Annex A for ease of reference). Since then, the issue has taken a back seat to other priorities and our thinking has undergone some evolution.

Subject to your advice, we hope to put the draft at Annex B to ExCo on 26 November. This .ooks a little different to the cne Annie Tang sent P.m Major on 21 May last year. But the recommendations are broadly similar. We have cleared it with colleagues (including the Political Adviser). KRep

UK to the JLG is being consulted and hopes to comment shortly. We will have to submit it to our Lega. and Security Policy Group (LSPG) on 5 November necessary preliminary to ExCo.

I will be grateful if you would fax me your comments before we go to the LSP3 (i.e. to reach us on or before Saturday, 2 November). Please let me know if this presents any difficulties.
