Dear John,

BN (HK) ACT 1990: APPROVED SECONDMENT SCHEME

Thank you for your letter of 12 September

I am afraid it is not yet possible to give an overall indication of how well British undertakings staff will benefit under the scheme as a whole. What I can say with certainty is that all those who applied under the Managers and Administrators group (OG1) will succeed unless they are ineligible on the basis of national status, or character, or because they are not settled here.

In answer to your specific question, HKID will not be able to produce a computer profile until all the occupational groups have been processed and initial orders of merit established for each one. This may be possible around the end of the year.

From soundings I have taken within the upper echelons of the British business community (including a recent lunch with Richard Povey and Barrie McWhirter of the BCC) I think it extremely unlikely that there will be any further approach in support of an ASS. If there is further lobbying, then the correct response, pending any detailed evaluation by HKID of the sort you describe, would be that the request will be considered.

In the circumstances, you might decide to let sleeping asses lie!

A copy of this goes to Carol Kellas and Russell Yates

Yours ever,

CONFIDENTIAL
