3. In the case of the Red Cross and Salvation Army the
Governor was not entirely satisfied that they did indeed
constitute British Undertakings,as he did not think that they were totally managed and directed from the UK. We are
seeking further information on the legal set-up of these organisations in Hong Kong. We have also sought information
on the framework of the SCF branch in Hong Kong, as they have
been included for consideration under the same selection
criteria. When the British Trade Commission in Hong Kong
have obtained the information and our legal advisers have looked at all three again, the advisory group will consider
each one individually to see if they should be resubmitted
for the Governor's approval. Our own view is that all three
should be included in the British Undertakings selections of
the Selection Scheme, and hope that the Governor will in due
course be able to agree them.

It
Although the British status of SCF may be clearer than
the Red Cross or Salvation Army, it is administratively more straight-forward to consider all three together.
would be a pity to hold up approval of the other 18
Undertakings while we obtain the necessary information
about SCF. The short delay involved for SCF should have no practical adverse effect: indeed they are unlikely to notice
it.
