BRITISH NATIONALITY (HONG KONG) ACT 1990: LIST OF BRITISH UNDERTAKINGS

Issue

Ministerial approval of additions to the list of British undertakings drawn up by the Governor's Advisory Committee.

Recommendation

We recommend that the Minister approves the addditional names. Lord Caithness, who is at present in Hong Kong, has indicated that he is content.

Timing

Urgent.

The Hong Kong Government is anxious to publish the list as soon as possible.

Background

The Minister and Lord Caithness have already approved the main list of British undertakings drawn up by the Governor's Advisory Committee. My submission of 25 January refers.

A further meeting was held earlier this week to discuss the remaining difficult, and potentially controversial, cases. In the time available the Committee were only able to concentrate on the Hutchison and Wharf Groups, the Mass Transit Railway, the Kowloon and Canton Railway and Hong Kong and China Gas. Because of other diary commitments the Committee's discussion of the remaining 28 cases will probably need to be held over until after Chinese New Year (14 and 15 February).
