The Minister has seen your minute of 18 January and has commented as follows. In your paras 3 and 4 you seem to be agreeing with his original point, ie that perceptions are a questionable basis on which to decide "Britishness". Presumably you will be changing the recommendation you proposed to make on paras 2(b) and (c) in your original submission of 17 December?
