7. The companies yet to be processed by the Group include some of the more difficult and less obviously "British" ones. Mr Heap's telegram suggests that a number of important companies, whom we had envisaged counting as
British (eg Li Ka Shing's Hutchison Group and Sir Y K Pao's Wharf Group) may not in fact be recommended by the Advisory
Group. However the criteria for definition of close
connections with the UK would permit the inclusion of
inter alia Hutchison's and Wharf. Such companies are of
great benefit to British commercial interests because they import a large volume of British goods to Hong Kong, invest substantially in Britain, or contribute in other ways.
