2. I recommend that the approach adopted by the Group
should be generally endorsed but that Mr Heap should be
advised that Ministers would expect such companies to be
included as "British", in view of their close connection with the UK. Mr Heap should, as he proposes, write to the Chairman of such companies requesting relevant information
to facilitate this.

Mr Heap reports in BTC telno 405 that the Advisory Group
have now reached a decision on all but 33 of the firms known
to them. They have approved 670 and rejected about 150. The majority of these have already been examined by the DTI who have confirmed that most of them are registered or are
