1. You discussed with the Minister this morning your submission of 24 January. The Minister is content. He would prefer that when the names of companies qualifying as British undertakings are published they should be in the form of one consolidated list rather than separate lists put up with your submission. He would welcome further details on how the appeals procedure will work. He agrees that it would not be sensible to publish the list before decisions have been taken about the "difficult" companies. Since publication will not now take place before the first week of February at the earliest, the Minister will discuss with the Governor and Mr Heap in Hong Kong the possibility of extending the deadline for applications beyond 28 February.
