1. With my faxed letter of 17 December I enclosed various papers relating to this Committee. I have been remiss in keeping you up-to-date since then. As you will appreciate we have not been exactly idle, with visits by Mr Lilley, Lord Caithness, two trade missions, the APEX Airport exhibition and the continuing grind of the British Undertakings aspect of the Passport Scheme, to name just some of our pre- occupations since Christmas! The Steering Committee met on 21 December and again on 10 January. Members of the Committee have also received regular updates on the number of passport applications received to date. I enclose copies of all these. You will appreciate that the Hong Kong Government and the Steering Committee are not aware that I am supplying you with these details so considerable delicacy will be required in their handling at your end.

Nothing of great consequence was decided at the January meeting. As you will gather from these papers the meetings are very tightly structured and the Committee so far has largely taken on the nod papers put to it by the Hong Kong Government which have been introduced by the Director of Immigration or his deputy. The most significant paper so far approved is perhaps paper 3 of the 17 January meeting which approved the distribution of special circumstances points in the Special Services Class, and as you will see agreed to different formats for this distribution among the different discipline services.
3. The regular update on the number of applications received is also of interest. I will be telegraphing separately on this but I certainly share the disquiet which you have
