In the event of adverse information being traced, the agencies will inform Immigration Department that an objection has been raised and refer the details to the Security Branch in the Government Secretariat. Security Branch will then assess the information and objection against criteria used by the Home Office when considering UK naturalisation applications. A synopsis of the case will be submitted to the Secretary for Security who, with the Commissioner Against Corruption and the Secretary for the Civil Service, will make a recommendation to the Governor. Where there is not enough information, or the case is not straightforward, the Secretary for Security will call a meeting with others concerned including representatives of the objecting agency to discuss the case.

The Secretary of Security will inform Immigration Department of the Governor's decision, and the applicaiton will be processed in the usual way.

notorious behaviour, not amounting to a criminal conviction, with regard for example to drugs trafficking, triad activities, vice activities and corruption;

honesty (tax evasion, deception in dealings with Government departments, assisting or involvement in illegal immigration, corruption);

involvement in activities detrimental to the interests of the United Kindgom including secuirty activities;
