STEERING COMMITTEE ON BRITISH NATIONALITY SCHEME Publicity Measures in February 1991

PURPOSE

This papers informs members of the publicity measures undertaken in February 1991.

At the last meeting held on 17 January 1991, members reconsidered the PR strategy and advised that -

the Administration should adopt a practical and factual approach in stepping up publicity to remind the public of the application deadline;

the publicity measures should explain that Special Circumstances points could be awarded to increase the "Age" · scores of older applicants; and

the public should be informed that people could apply under the Entrepreneurs Class on their own accord even without the Governor's invitation.

Subsequent to the meeting, publicity measures have been stepped up to remind the public of the application deadline and to recapitulate application procedures. Efforts have been made on every possible occasion to inform the public that Special Circumstances points could be applied to moderate age and that people can apply under the Entrepreneur Class on their own initiative.

The approach remained informative but not

promotional.
