Claims for Unpaid Service with
Unlisted Voluntary Agencies
PURPOSE
This paper seeks members' advice on the inclusion of unlisted voluntary agencies for the purpose of points scoring under "exceptional merit or outstanding achievement" category of the "Special Circumstances" head.
ADVICE SOUGHT

Members are requested to advise on the "recommended" and "not recommended" lists as set out in Annex A and B.
BACKGROUND

Article 14(4)(b) of the British Nationality (Hong Kong) (Selection Scheme) Order 1990 provides that up to 30 points may be awarded for "unpaid service with such voluntary agencies or institutions in the social, medical or educational field as may from time to time be approved by the Governor for the purposes of this scheme". "Social" in this context has been defined as "social welfare" or "social service".

Unpaid voluntary service with an approved agency or institution may be allocated points at the rate of 2 points per year, provided that the following conditions are met:
