As regards the processing procedures, the Director
of Administration informed members that in the case of EC and SSC candidates, character checks and verification interviews would be completed before coming to the Steering Committee for advice. However, in the case of GOC and DSC, anonymised list of applicants with profiles will be presented to the Steering Committee prior to personality checks and verification interviews to consider the allocation of Special Circumstances points.

Transfer between Classes (Paper No. SC 10/91)

Members advised that the criteria and methods for
transfer between Classes set out in Paper No. SC 10/91 should be adopted subject to the deletion of "before 1 March 1991" in paragraph 4(b). Although the intention of inserting this date was not to entertain requests for transfer to OG 1 from applicants who had applied in SSC, DSC and EC within the application period, the Deputy Crown Solicitor advised that there was no reason for not considering further SSC claims made by someone who had already submitted an application under other Classes.

Members were informed that four Home Office officials had already arrived and were testing the computer system for the issue of registration certificates. The first batch of registration certificates would be issued in June.
