of State for registration as British citizens under the British Nationality (Hong Kong) Act 1990. Members were informed that 3,850 places were available under the SSC in the first tranche. So far, about 3,000 invitations had been issued. The majority of recipients could submit their applications anytime before 30 June 1993.

Members noted the approach for the allocation of Special Circumstances points set out in Paper No. SC 8/91. They felt that the first two sets of Special Circumstances points should be applied sparingly and only when there were strong justifications to do so since improving the chance of success for one group of applicants could only be done at the expense of others in the same Occupational Group.

Procedures for the Entrepreneurs Class

Members noted the latest position regarding the Entrepreneurs Class (EC) and the procedures for dealing with different categories of candidates set out in Paper No. SC 9/91. They were informed that -

a) the general criteria for the selection of EC candidates were stipulated in Article 24 of the British Nationality (Hong Kong) (Selection Scheme) Order 1990;
