(b) To keep media representatives waiting outside the meeting venue happy, a nominated person, preferably a non-official member, should speak to them in general terms after each meeting. These sessions should be informal and take the form of stand-up interviews in the Government Secretariat lobby. The interview can start by giving an informal statement based on the press release, and then take one or two general questions. This need not last for more than five minutes.

(c) Members approached individually by the media should adhere

to the agreed line after each meeting.

For members' consideration at Annex B is a draft press release on the first meeting of the Steering Committee.

OTHER SUGGESTIONS

11. Members might consider visiting the processing centre of the Immigration Department to meet the staff, look at the equipment, and satisfy themselves on security arrangements. Publicity for such a visit can be done in-house by GIS without the glare of the media.

12. If the need arises, an individual member, preferably a non-official member, might consider giving interviews on the work of the Committee to a small selected group of reporters. Such interviews could
