Ex-servicemen had been dealt with under section 4(5) of BNA 1981.

As regards publicity on the Entrepreneurs Class, it was agreed that the public should be informed that people could apply under the Entrepreneurs Class on their own accord even without the Governor's invitation. If they wished to do so, they had to submit their applications before 28 February 1991.
