Members noted the response to the Scheme so far. While they did not think that there was a lack of interest in the Scheme, they agreed that publicity should be stepped up. The previous proposal of publishing the breakdown of applications received was reconsidered, but members were not in favour of doing so. Members agreed that the Administration should adopt a practical and factual approach in stepping up publicity to remind the public of the application deadline. CS asked for a paper on additional PR measures to be drawn up which should be circulated to Members for information. To allay concern on the part of older applicants, the publicity measures should explain that Special Circumstances points could be awarded to increase the "Age" scores of older applicants.
