I should be grateful if you could look at this problem and consider whether anything can be done to avoid the impression that we are effectively obliging worthwhile Hong Kong residents to uproot themselves and come to the United Kingdom before 1997. The Prime Minister is likely to be pressed on the point during his visit to Hong Kong on 4-5 September. It would be highly desirable to try to resolve the matter quietly before then. Would it be possible to consider discretionary registration of the persons concerned, under the BNA 1981, without this coming to the attention of, or leading to serious pressure from others interested outside Hong Kong?
