Section 3(1) of the Act empowers the Home Secretary to have the discretion to grant full British citizenship to these unfortunate children. We understand that some affected families have appealed or are in the process of doing so to the Home Secretary to exercise his discretion to register their affected children as British citizens. If such registration could be granted on humanitarian grounds, the affected families could maintain their family unity and remain in Hong Kong as they wish. We strongly sympathize with these affected families and do urge Her Majesty's Government to help them overcome the need for family separation.
