5. The next meeting is planned for 13 May. By then I will be on home leave in the UK. So far as I am aware the question of substitutes on this Committee has never been raised. It would probably be argued that with the exception of myself all other members of the Committee are there as prominent individuals and that the question of substitution for them probably would not arise. We will need to consider urgently whether James Smith-Laittan should or could substitute for me. I will sound out David Ford shortly and will probably let you know the outcome by telegram.
