"It is possible for the nationality status of children born to the same parents to differ, according to their own and their
parents' personal circumstances at the time of changes in
nationality or immigration laws. This situation is neither
new nor unique to Hong Kong.
Under section 3(1) of the British Nationality Act 1981 the Home Secretary has discretion to register, if he thinks fit, any child as a British citizen provided an application is made before the child's 18th birthday. All applications are given full consideration (but an important criterion with many applications is that a child's future should clearly be seen to lie in the United Kingdom)".
