Dear Mr Tsui
PROSPECTIVE SECTION 6(1) APPLICATIONS (CROWN SERVICE)
Your letter of 19 April (which clearly crossed in the post with my letters of 12 and 23 April respectively referring in turn to NAT L/M 321/90 ̊and NAT L/M 278/90 et al) to my predecessor, Alan Green, found its way to me several weeks ago but I have been unable to turn my attention to it before now.
We are of course aware of the guidance in DSP Vol. 43 Annex 8, item 9, para 3.3, but the guidance contained there is merely tended to reflect Home Office policy on naturalisation. The purpose of Mrs Kellas' letter of 5.12.1990 was to explain that we had changed our poly and no longer wished to entertain enquiries about the prospects of success of s. 6(1) Crown service applications. The guidance in DSP has simply not yet been amended in line and I have now asked FCO to bring it up to date. Until it has been, we must ask you to dieregard the reference in para. 3, 3, to obta ing proliminare coports from prospective applicants' Commanding Officers. The Commanding Officer's report should in future only be obtained if a formal application is made.
At the time of writing I have accumulated some 110 outstanding s. 6(1) Crown service enquiries which you have referred. Please note that we shall not be giving any advice as to whether these (e any future) onquirers should make applications, and would be grateful if you could inform them a attogly accor Incidentally, we have sufficient identifying particulars on most of the individuals concerned to have been able to open personal files (which is important in case a formal application is made later) but there are a number for whom we still require dates of birth. I enclose a list of these and would be grateful if you could supply dates of birth in due course. I may need to write to you again adding to this list if and when further enquiries which are still in the pipeline reach me.
Yours sincerely
